Applications are now open for low-income Detroiters who need help paying their water bills. 

Wayne Metropolitan Community Action Agency offers assistance with payments, and up to $3,000 to help pay off water debt. 

Water advocacy organization We the People of Detroit estimates about 60,000 households in the city would qualify for a water affordability program — which Detroit currently lacks. Instead, residents rely on a patchwork of programs administered by various agencies with different application windows.

Lifeline H2O is a Detroit program that caps monthly bills at $34 for eligible households — but the city is not accepting new applicants. It has $3.5 million in Great Lakes Water Authority funds. But the Detroit Water and Sewerage Department said it still needs to secure a vendor to handle applications and enrollment. Lifeline H2O is expected to reopen “again this calendar year,” spokesperson Sonali Patel said. 

The EasyPay Plan, which allows customers to spread their water debt over 36 months, remains open. Both Lifeline H2O and EasyPay offer shut-off protection as long as customers stay current on their bills. 

Cecily McClellan, a co-founder of We the People, said the assistance programs currently on offer fall far short of the need. 

“Water used to be one of the (most) cost-efficient utilities, but over time, that bill has increased,” McClellan said. “Now, it’s not just low-income. We’re talking about moderate-income folks that are starting to experience difficulty with water.”

How to apply

Applicants must have a household income at or below 200% of the federal poverty level, live in the property, and be responsible for the water bill. Shut-off notices and past-due bills are not required to apply. 

Apply online or at a Wayne Metro service center Mondays through Thursdays, 8:30 a.m. to noon and 1-5 p.m. 


How the application cycle works

Officials at Wayne Metro acknowledge that finding and applying for assistance can be confusing, with application windows open and close depending on funding availability and administrators’ capacity to process applications. 

The nonprofit said it’s streamlining operations to help people get timely assistance. 

“We are committed to continuing to evaluate our processes and technology to find additional ways to make accessing assistance easier and more seamless for residents,” said Melissa Davis, Wayne Metro’s utility assistance and intake director. 

“I just hate them (applicants) sitting there having to wait for assistance for months, and they’re probably getting anxious and nervous and their bills are rising,” Davis said. 

On Monday morning, Wayne Metro’s automated phone system said applications open every Monday at 8 a.m. But applications close when the nonprofit’s “weekly capacity” is reached. The message encouraged callers to apply as early in the week as possible, and to check the following Monday if applications are closed. 

The online application was unavailable as of 1:30 p.m. Monday. 


What to expect after applying

Wayne Metro said it aims for a two- to three-week turnaround for applications. 

To check your application status, have identification information ready and call the Wayne Metro Connect Center at 313-388-9799. 

Once an application is approved, the assistance is applied directly to a customer’s water account. 


How to avoid delay, denial

Wayne Metro suggests applicants make sure their documents are current, complete and submitted. It also recommends applicants keep an eye out for requests for additional information and to respond in the required timeframe.
